relation is typically used to coordinate noun phrases or clauses which are joined by ו.
בראשית ברא אלהים את השמים ואת הארץ׃

In the beginning, God created the sky and the land.
When several items occur in sequence and one in the middle lacks a conjunction, it is still attached with conj
.
ושם הנהר השלישי חדקל הוא ההלך קדמת אשור והנהר הרביעי הוא פרת׃
ṿeshem hanahar hashlishi ḥideḳel huʼ haholekh ḳidmat ʼashur ṿehanahar harbiʻi huʼ perat

However, if there is not a following conjunction, parataxis is used.
